The comportment applied by KARPA II SECURITY SERVICES management in its business and security activities was by product of vast experiences and theoretical inputs based from studies and learnings acquired by its personnel.

The Total Approach Concept in Security (TACS)

While it is true that state-of-the-art security equipment plays an important role in overall security operations, KARPA II SECURITY SERVICES adopts TACS in all its security operations comprised of five (5) major factors:

  1. Environment Assessment. One of the primordial tasks of KARPA II SECURITY SERVICES is to accomplish a careful study and scientific analysis of various environmental factors that could affect the security condition within our area of operation. It is of vital importance to know the external and internal vulnerabilities that will put to jeopardy the safety of the lives and properties of our clients. The study includes, but it is not limited to studying the nature of business operations, the facilities and equipment, the composition of personnel and the prevailing security condition in the adjacent communities. Knowledge of this important information immensely contributes to the effective and efficient implementation of various security procedures. We accomplish this task by establishing close coordination with the client and the authorities in the immediate vicinity of our area of operation.
  2. Threat Assessment. KARPA II SECURITY SERVICES rests the foundation of its security concept to the truths and realities of today’s security condition.
  • Awareness. KARPA II SECURITY SERVICES does not submit to the proposition that what you do will not hurt you. On the contrary, what you do not know could cause you more harm. No matter how fearful the situation is, we must learn to acknowledge and accept the realities of that situation for it is only then that we could effectively evaluate and plan the appropriate counter-measures against it. KARPA II SECURITY SERVICES, in cooperation with law enforcement and other concerned agencies/entities study and analyze threats or dangers from a tri-dimensional level, namely:

Local Security Condition (LSC) – What are the prevailing threats within the immediate area of operation and its adjacent communities? What group/s is in active operation in our area of responsibility that could possibly cause harm/danger to the facility and the people subject of our protection? What significant event/s could possibly subject our clients to danger? Preparations also includes for occurrences of force majeure.

National Security Condition (NSC) – What imminent events in the national level could possibly influence the LSC (ex. Coup de tat, political unrest, random bombings, etc.)

International Security Condition (LIC) – What international/global incident could possibly affect the security of our client? (Ex. Terrorist attacks as an act of retaliation/sympathy)

  • Alertness. KARPA II SECURITY SERVICES believes that being aware of the danger is one thing and being vigilant is another. KARPA II SECURITY SERVICES security personnel are taught to be always on their guard against suspicious individuals and materials. A single minute of laxity could cost lives and destruction of properties. Educating our security guards with various risks in their profession motivates them to exercise the highest degree of alertness.
  • Avoidance. We believe that the ultimate test of efficient security lies not in its capability to prevent such from taking place. As the adage goes, “Why fight a bush fire when you could have prevented it from happening?” KARPA II SECURITY SERVICES security personnel are well trained to be vigilant in the performance of duties particularly in the time-tested methodologies of security hazard prevention.
  • Appropriate Action. KARPA II SECURITY SERVICES security personnel are trained to react and to act accordingly to situations that they may encounter in line of duty. KARPA II SECURITY SERVICES believes that there is nothing worse than being with the wrong person during bad times. Our security personnel were trained to adapt to the demands of varying security situations, from simple to complex. They were taught to respect chain of command and to exercise proper security procedures in dealing with these situations. Most importantly, they were taught to set straight their priorities during their post of duty: the safety and protection of the client above self.

As such, though the threats are many and always shall be out there, we, at KARPA II SECURITY SERVICES are ready, capable and committed to meet them. This we do with utmost protection for the lives and properties of the client in mind.

3. Capability. KARPA II SECURITY SERVICES committed itself to the enhancement of its present capabilities in terms of personnel training and proper equipage, to include physical, technical and procedural security measures in order to cope with any potential threat to the client. We continuously implement appropriate research and developmental program to update and upgrade the security knowledge and skills of our people.

  • Personnel. (Please see Personnel Deployment, Supervision, and Control)

  • Logistic Support & Capabilities. KARPA II SECURITY SERVICES has sufficient logistical supply and is continuously researching and procuring equipment that will further enhance its capabilities in ensuring the safety and security of its clients. As its operational arm, KARPA II SECURITY SERVICES is adequately equipped with communication, mobility/transport vehicles, firearms, computers and other implements necessary for its efficient and effective operations.
  • Networks. Acknowledging that one element in effective security consists of intelligence and law enforcement networks, KARPA II SECURITY SERVICES has established contacts with various agencies and entities in these levels. From these connections, KARPA II SECURITY SERVICES keeps abreast of the latest developments in the local and national landscape that may affect the security of its clients. Likewise, should any emergency situation arise requiring the intervention of the fire department, police, and or medical authorities, KARPA II SECURITY SERVICES shall, upon notification, immediately take initiative to contact the concerned network agency for support.

4. Strategy. Application of strategic security measures includes but is not limited to overt and covert security operations tactics, purposely to detect and immediately neutralize situations and persons that could be detrimental to the safety and security of our clients. On top of the existing security procedures being implemented by the clients, KARPA II SECURITY SERVICES mat suggest, as we deem proper and needed, additional security measures based on the results of a thorough security survey and analysis conducted on the company environment, nature of business, facility and equipment, composition of personnel and the adjacent communities.

5. Personnel Deployment, Supervision, and Control

  • Screening. KARPA II SECURITY SERVICES security personnel are well screened and applicants are considered based on the following:
  • Psycho-emotional and physical readiness to work.
  • desirable work history
  • desirable level of oral and written communication skills, both in Filipino and English;
  • passed standard and thorough background investigation;
  • must meet the qualification requirements set at RA 5487;
  • has completed basic security guard pre-licensing or in-service training course; and
  • Satisfactory result in KARPA II SECURITY SERVICES employment qualifying interviews and examinations.

During the initial selection process, applicants for hiring as KARPA II SECURITY SERVICES security guards are to submit their local clearances, qualifying documents, Neuro-drug and Medical results. Qualified candidates for hiring are to undergo a standard five-day refresher course after which they shall submit oral and written qualifying examination to determine their skills and competency levels. During this period, KARPA II SECURITY SERVICES, in coordination with proper agencies, conduct discreet investigation on all applicants to determine their character/personality background. The standard assessment tool by KARPA in the selection of its security guards is based on the standards set in TESDA Security Services Requirement – National Competency Level I.

  • Pre-Hiring Refreshers Course. To ensure their competence, qualified candidates for hiring shall receive adequate refresher’s training, free of charge, in the following subjects:

  • security public relations;
  • courtesy and discipline;
  • anti-terrorism orientation to include bomb identification and threat awareness;
  • profiling of potential criminal elements to include threat assessment and response, proper body, baggage and vehicle search;
  • unarmed to armed self-defense to include lawful arrest procedures;
  • emergency/crisis readiness and response to include first aid, fire prevention;
  • legal scope and limitations of security guard duties during strikes and lock outs situations; and
  • Fundamental of security investigation and report writing.

The refresher’s training program that our security guards shall undergo is designed to prepare them as security professionals in terms of psychological, emotional, social and physical readiness. Our security personnel are likewise adept in the fundamental knowledge of laws governing and related to security profession such as Republic Act 5487 (Security Profession Law). Thus, the Client is assured of security personnel who will carry their responsibility in a lawful manner and in the most professional level.

  • Hiring. Candidates who pass the pre-hiring examinations shall sign a contract of employment with KARPA and shall be made aware of their rights, privileges, benefits, as well as their obligations as mandated and in accordance with existing laws. KARPA II SECURITY SERVICES shall ensure that every security personnel deployed shall be well-motivated by providing them standard compensations, incentives and awards of recognition for exemplary performances during conduct of duty.
  • Deployment. Each sentinel deployed shall endeavor to maintain required posture of security within their respective area of responsibility through proper and effective implementation of the Client’s security Program. To further enhance their efficiency, KARPA II SECURITY SERVICES shall conduct a periodic check and retraining of its assigned personnel.
  • Supervision, Control and Evaluation. As a standard Operating Procedure, we shall provide our Client with well-trained, well-equipped and well-motivated security personnel under the direct supervision of a qualified and competent Security Officer, who shall at all times ensure the standard degree of proficiency of each sentinel deployed and who shall likewise maintain a good working relationship and coordination with our Client based on the principle of mutual trust and confidence.

Security Guard Monitoring System. KARPA II SECURITY SERVICES shall ensure quality performance of every guard deployed by close supervision and monitoring through a frequent but irregular inspection and visit to each detachment by assigned members of our roving inspection team. KARPA II SECURITY SERVICES security officers are likewise instructed to conduct guard monitoring/checking activities through radio/mobile phone units.
